Eligible applicants are for-profit entities located in the U.S., with fewer than 500 employees (most have fewer than 10), and owned and controlled by U.S. citizens or permanent residents. Applicants must also have a Unique Entity ID (UEI) from SAM.gov. Non-profit organizations are not directly eligible for awards but can participate as minority investors, subcontractors, or sub-grantees, particularly as research institution partners in the STTR program. The program offers critical feedback on proposals and provides access to local support and resources.
